William L. Swann

Senior Researcher

William L. Swann is a Senior Researcher and former Board President at TSRG. He is also an Associate Professor, MPA Program Chair, and the Blue Cross and Blue Shield of Nebraska Chair of Health Care Administration and Policy in the School of Public Administration at the University of Nebraska Omaha.

His research focuses on community-level collaborative opioid response efforts and disparities in substance use treatment and health services. His work has been published in journals including Journal of Public Health Management and Practice, Health & Justice, SSM – Population Health, Substance Abuse, Substance Abuse: Research and Treatment, and The Journal of Rural Health.

Most recently at TSRG, William co-led a longitudinal social network analysis of substance use treatment and social service providers across multiple rural communities in southern Colorado. This project was funded by the Health Resources and Services Administration (HRSA).

He holds a B.S.B.A. in Finance from Bryant University, an MPA from the University of Rhode Island, and a Ph.D. from the Askew School of Public Administration and Policy at Florida State University.

Outside of his professional work, William is an enthusiast of sports, nature, animals, film, and the performing arts.
